Why is the Movie Ratings Board Stricter on Sex Than on Violence?

Many movie rating committees have been very inconsistent with their rating. They have been especially strict on sex in movies. They allow a woman to be murdered on screen, but cannot allow any nudity. This has connotations that they dont mind if American teenagers see murders. "The MPAA has no authority at all" ( link above). This person says that the MPAA has no authority over what a rating of a movie gets. Carrie says that the MPAA is strict and makes the rules when it seems as if they dont. To me, this just adds to the inconsistency with movie ratings. Where needs to be a better system in place.
